Choosing the best Pokémon can be as difficult as the fans want it to be. Despite having fixed sets of stats like speed, HP, experience points, signature moves or even mastering the knowledge of the hidden EVs, it can eventually boil down to singular opinions.
It’s the topic of many Internet forum junkies and Pokémon fanboys. I don’t know if Nintendo expected Pokémon to ever become so popular, almost like a cult. Or maybe they did? - You can always train a Pokémon to learn one move that can affect an opposing Pokémon who is your anti. Like you can make a water Pokémon learn a bug move to help it combat grass-type Pokémon.
